Reginald L. Brown, Jr.

Reggie Brown serves as Chairman and CEO of Brown Technology Group, a certified minority business that he co-founded as a value-added reseller specializing in software development and system integration.
Mr. Brown offers more than 30 years of senior management experience, having led sales and marketing activities for Fortune 500 companies serving the federal, state and local government markets as well as the private sector. Prior to forming Brown Technology Group, he served as vice president for U.S. Solution Sales for Oracle Corporation. In this capacity, he led the company’s go-to-market solution activities in key industry verticals, including transportation, K-12 education, justice & public safety, finance & administration, social services, logistics, e-business and electronic procurement.
Previously, he served with Xerox Corporation for over twenty years, where he led the company’s $400M Federal National Operations and Government Affairs business unit. During his tenure at Xerox, he also served the federal government in various capacities, including implementation of Total Quality Management (TQM) within the Department of Defense and working to establish trade relationships with the Soviet Union.

The Honorable Thomas M. Davis III

Long known and respected as a tech-savvy leader and a dedicated public servant, Tom Davis brings considerable knowledge and experience to Agilex. Due to his long-term leadership on government technology issues, Congressmen Davis was recently inducted in the GCN Hall of Fame by Government Computer News.
Following a fourteen-year career in the U.S. Congress, Congressmen Davis now serves as a director with Deloitte Federal Government Services. In this capacity, he advises the firm’s clients on major trends, opportunities and challenges facing the federal government, with a specific focus on technology innovation and government transformation.
In the U.S. Congress, Congressmen Davis served with distinction as the chairman of the Committee on Government Reform. He was a leader in promoting the President’s Management Agenda and maximizing the performance of government agencies. In addition, he led several subcommittees, including the Subcommittee on Technology and Procurement Policy, where he sponsored legislation on e-government, information security and critical infrastructure. According to the Government Accountability Office, Congressmen Davis’ vigilant oversight of federal contracting saved millions of taxpayer dollars. He also served as the chairman for the National Republican Congressional Committee.
Prior to his election to the U.S. House of Representatives, he served as a member and chairman of the Fairfax County Board of Supervisors for nearly fifteen years.
Congressman Davis has also worked extensively in the government services field. He served as vice president and general counsel for Litton PRC from 1988 to 1991/94. Prior to the company’s acquisition, he served in a similar capacity for seven years with Advanced Technology, Inc, the company Mr. LaRose had founded and led earlier in his career.
He is a graduate of Amherst College and the University of Virginia Law School. He served in the U.S. Army and Army Reserve from 1971 to 1979.

Robert J. Guerra
Bob Guerra is a highly respected, long-time member of the federal technology community. He was named by Federal Computer Week to the prestigious Federal 100 a record five times. He was also recognized by the American Council for Technology (ACT) as the organization’s “Industry Executive of the Year”.
Prior to founding Guerra & Flyzik, Mr. Guerra served as executive vice president with Sysorex Information Systems, Inc., where he led business development and contract delivery for the company’s $165M federal IT business. Previously, he served as vice president for strategic programs for Falcon Micro Systems, the largest reseller of Apple computers to the federal government, and as President of Everex Federal Systems, Inc., a leading manufacturer of personal computers. He has also held leadership positions in sales and business development with Xerox Corporation, Federal Data Corporation (FDC) and MBI Business Centers.
Mr. Guerra is the founding president of the Bethesda/NIH chapter of the Armed Forces Communications & Electronics Association (AFCEA), serving on the organization’s Board of Directors for a number of years. He has also served as the vice chairman and program chair for ACT’s Industry Advisory Council (IAC). He currently serves on the Board of Directors for the Loudoun Abused Women’s Shelter (LAWS), a support and advocacy group for victims of abuse.

R. Scott LaRose
Scott LaRose serves as the Chairman of the Board of Agilex Technologies, Inc. Mr. LaRose is a highly respected government technology executive.
Mr. LaRose co-founded and led Mythics, Inc., an award-winning Value-Added Reseller (VAR) and professional services provider. As an Oracle Platinum Partner, Mythics has been recognized as Oracle’s North American VAR Partner of the Year as well as the Oracle University Partner of the Year. Mythics was also ranked twelfth on GSA’s list of top IT contractors. He also co-founded ADS, Inc. and IronBrick and continues to serve on the board of directors for each firm. He began his career working with Oracle as a regional sales manager working with state and local governments.
He is a graduate of Radford University and has pursued additional studies in business and management information sciences at James Madison University. Among his many charitable and community activities, Mr. LaRose serves on the boards for the Radford University Foundation, The Hillier-LaRose Foundation and the Virginia Aquarium & Marine Science Center Foundation. Previously, he has served on the Board of Visitors for George Mason University and Radford University. He has also served on the Virginia Attorney General’s Task Force on Regulatory Reform and Economic Development.

Jay H. Nussbaum
Chief Operating Officer

As founding partner and chief operating officer, Jay Nussbaum leads the sales, marketing and service delivery organizations that are propelling Agilex’ rapid growth and superior client experience. He has won wide acclaim throughout his career for developing sector leading businesses with annual revenues exceeding $1B.
Most recently, he served as the global head for sales, marketing and business development for Citigroup Global Transaction Services (GTS). In this capacity, he led the global expansion of the financial giant’s business unit providing treasury and cash management services to corporations and the public sector. Prior to GTS, he served with BearingPoint, Inc. (formerly KPMG Consulting), where he created the Managed Services organization and later lead all sales, marketing and alliance activities worldwide.
During a ten-year career with Oracle Corporation, Mr. Nussbaum oversaw the creation of Oracle Services Industries, the company’s integrated sales and consulting organization serving the education, healthcare, communications, utilities, financial services and public sectors globally. Under his leadership, the organization grew from just under $60M to more than $1.5B in less than a decade.
Mr. Nussbaum began his career at Xerox Corporation, culminating his tenure as president for the company’s Integrated Systems Operations unit. While at Xerox, he was responsible for integration and consulting services in the commercial and federal government markets.
Mr. Nussbaum has served on the Board of Directors for a number of public companies, including Northrop Grumman Corporation and MicroStrategy. He has also served on a number of advisory boards for the University of Maryland, where he was named Alumnus of the Year in 1989, George Mason University and James Madison University.
